Authority to Act in ROVER
Authorising users to act on behalf of an organisation
The functionality for Authority to Act allows an organisation to have multiple levels of authority to represent their organisation. ROVER has multi-level authority to act functionality that gives an organisation more control and flexibility in assigning functions and setting access.
An Authority to Act allows a user to take actions in ROVER on behalf of another user, and allows varying levels of access:
- Standard access, where users can see everything belonging to the organisation or individual for each function they are assigned
- Limited access, where users can only see specific records they are assigned within a function.
The Authority to Act letter
As part of recording details for an organisation in ROVER, there is a requirement to upload a letter authorising a ROVER user to represent the organisation. The requirements for an Authority to Act letter are:
- to be on a letterhead of the approval holder and signed by a key management personnel office holder
- to be an original or electronic copy
- to include the signature, name, position and contact details of the person signing the letter, the date, and the wording that authorises the ROVER user to act on behalf of the organisation. Note that the letter cannot restrict the scope of the approval in any way, but it may include a cessation date
- to be in English, or to have enough English to identify all of the above, or to be accompanied by a professional translation, for example from the National Accreditation Authority for Translators and Interpreters, if the letter is in a language other than English, and
- not to have been altered in any way.
Certificate of registration or incorporation
When you record an Authority to Act for an organisation in ROVER, you will need to upload a certificate of registration or incorporation, or equivalent, if the organisation does not have an Australian Business Number or Australian Company Number. This will apply to many overseas companies.
Your certificate must be:
- issued to the organisation by a foreign government recognised by the Department of Foreign Affairs and Trade
- an original or electronic copy of the certificate, and include the issuing jurisdiction, the name of the organisation as entered on ROVER, and an identification reference number or alphanumeric
- in English, or with enough English to identify all of the above, or accompanied by a professional translation if the certificate is in a language other than English, and
- able to be accessed on request from the issuing jurisdiction.
More information about the Authority to Act is on the Department’s Authority to Act page. The Department of Foreign Affairs and Trade publishes a list of recognised foreign governments on its website.
